Well in order to style it like that you need to get it cut like that. It's obviously in layer and has been texturized. Take the picture to your local salon to get it cut similar.

Now on styling it, I would suggest maybe a pomade, wax, or spiking glue. And I'm sure he flat irons it first.

wax,maybe? I'm trying to spike my hair in the back (I'm a girl, but Ive got it cut short in the back for spiking opportunity lol) but i cant find any product good enough other than hairspray. so either hair spray or wax should work fine.
